Only in one review: Under load 9.37 V (MN-400-12).

LS-400W-12V: Promising, but it runs hot above 32 A and its protection threshold is set incorrectly.

MN-400-12: Well-built with low ripple, but in practice it is rated for only 200–250 W, not 400 W.

Figures were taken from the review text and checked against the quoted passages. Measurement conditions differ between reviews, so read the reviews yourself before buying. Prices at the time of review.
