A little about Ali's summer sale.
Very briefly. When Ali has sales and offers coupons, it's a good time to buy relatively expensive items. More about the coupons below.
I'll focus on multimeters.
First, the ANENG 870 multimeter. The sale price is supposed to be 1723 RUB / $24.02. Select shipping from China and apply a suitable coupon: 192 RUB off orders over 2000 RUB. The price gets pretty attractive. The multimeter has 19,000 counts and runs on two AA batteries. Don't put too much stock in the TRMS feature on multimeters like this: it doesn't work at the frequencies you actually need (anything much above about 1 kHz).

Now for a more interesting candidate.
UNI-T UT61E multimeter.
A fast multimeter, with a more useful TRMS feature and 22,000 counts. But what makes it even more interesting is that you can upgrade its protection yourself. It's a fun little project. The Chinese sold these in Europe too, so the circuit board still has the original footprints for varistors and large fuses.
We need listings priced a little above 3500 RUB (during the sale). There are several. Here's one example — CLICK (ships from Russia), priced at 3713 RUB / $51.74.
Another example — CLICK. A carrying case is included, and the price is 3827 RUB / $53.33. Apply the 500 RUB coupon for orders over 3500 RUB. That makes for an excellent price; you won't find anything remotely comparable locally.
The main drawbacks are the 9 V battery, no backlight, and no auto power-off. But you can fix those if you want.
Install the original 07D751K varistors yourself — CLICK. Another option is to use 07D681K varistors — CLICK.
A lithium 9 V battery (by uncle_sem) — CLICK. An old video about varistors — CLICK.
If you're going to install larger fuses, check the holders carefully and choose the right ones. People have made mistakes here.

Where to solder the varistors on the European circuit board.

Another option is the OWON B41T +. The price is supposed to be 3,638 RUB / $50.69. Apply the same 500 RUB coupon for orders over 3500 RUB. It's almost an equivalent to the UT61E, with Bluetooth, a backlight, temperature measurement, and AA batteries. But its protection is worse than the UT61E's.
Read uncle_sem's posts about the OWON B41T + — CLICK and CLICK. It looks like they recently made a small change to the circuit board; this is a different revision.
Now, about the coupons.
Read THIS review. I got these coupons on my computer. You can get the other coupons on your phone in the Ali app. Tap “Energy Generator” (it's like a game). Spend a couple of minutes figuring it out and you'll get some coupons. I got mine a while ago, on Thursday and Friday. I only skipped the $10-off-$100 coupon.
